Entwurf einer Entschließung des Europäischen Parlaments zu der gegen die indigenen Bevölkerungsgruppen in West-Neuguinea eingesetzten Folter
Das Europäische Parlament (B7-0601/2010)
- unter Hinweis auf das Übereinkommen der Vereinten Nationen gegen Folter und andere grausame, unmenschliche oder erniedrigende Behandlung oder Strafe (CAT) aus dem Jahr 1984,
- unter Hinweis auf Artikel 5 der Allgemeinen Erklärung der Menschenrechte und Artikel 7 des Internationalen Paktes über bürgerliche und politische Rechte betreffend das Folterverbot,
– unter Hinweis auf das Internationale Übereinkommen zur Beseitigung jeder Form von Rassendiskriminierung,
– gestützt auf Artikel 120 seiner Geschäftsordnung,

S3M-07130 Aileen Campbell (South of Scotland) (Scottish National Party): Free West Papua— That the Parliament supports the Free West Papua Campaign and its efforts to obtain self-determination for the people of West Papua; expresses its horror at the systematic abuse and torture of West Papuans, as reported by the UN Special Rapporteur on Torture, Dr Manfred Nowak, during his mission to Indonesia in 2008; believes the occupation by Indonesia to be illegal and that the West Papuans’ fundamental right to self-determination under international law has been denied; notes with concern the systematic suppression of human rights and freedom of expression in West Papua that was highlighted by Amnesty International, and in particular, the case of Yusak Pakage and Filep Karma, who have been jailed for 10 and 15 years respectively for, Amnesty International claimed, peacefully raising the West Papuan independence flag; welcomes the UK Government’s recognition in 2004 that hand-picked West Papuan representatives were coerced by the Indonesian state into voting for the 1969 Act of Free Choice; hopes that elected representatives from around the world will join respected figures, such as Archbishop Desmond Tutu, in supporting the right of the people of West Papua to self-determination; expresses solidarity with the recent demonstrations that took place in West Papua, and recognises West Papuans’ appreciation of the support for West Papua from the Parliament during such hostile conditions.

Leaked files show that Kopassus targets Papuan Church leaders and Civilians |

Secret documents have leaked from inside Kopassus, Indonesia’s red berets, which say that Indonesia’s US-backed security forces engage in “murder [and] abduction” and show that Kopassus targets churches in West Papua and defines civilian dissidents as the “enemy.” The documents include a Kopassus enemies list headed by Papua’s top Baptist minister and describe a covert network of surveillance, infiltration and disruption of Papuan institutions. Kopassus is the most notorious unit of Indonesia’s armed forces, TNI, which along with POLRI, the national police, have killed civilians by the hundreds of thousands. The leaked cache of secret Kopassus documents includes operational, intelligence and field reports as well as personnel records which list the names and details of Kopassus “agents.” The documents are classified “SECRET” (“RAHASIA”) and include extensive background reports on Kopassus civilian targets – reports that are apparently of uneven accuracy.

Die Menschenrechtsverletzungen in West Papua werden dadurch verursacht, dass die Regeln der Gesetze einfach nicht funktionieren. Wenn sie es täten, würden die Täter zweimal überlegen, bevor sie das Gesetz brechen, sagte John Djonga Pr, ein katholischer Priester, in einem Interview mit Bintang Papua. „Die vielen Konflikte und Fälle von Gewalt, Folter und andere Vorkommnisse in Papua können nur geschehen, da weder die Sicherheitskräfte noch die Regierung irgendein Interesse daran haben, sich auf die Seite der Gerechtigkeit zu stellen. Alle diese Dinge passieren nicht nur aufgrund des Mangels an Gerechtigkeit, sondern auch aufgrund fehlender personeller Ressourcen innerhalb der Gemeinden und in der Regierung.“

Dear Mr. Westerwelle,
Recently, the world was witness to a video clip in which Papuan
Civilians were cruelly tortured by Indonesian security forces.
As an NGO, fPcN has been able to broadcast a brutal torture video which
was sent to us from Puncak Jaya, West Papua. The video shows two men,
one young and the other between 50-60 years, in the custody of members
of the Indonesian military, suffering increasing acts of brutality and
torture. A Papuan man from the video, in which he was brutally burned,
suffocated and hit by Indonesian troops, says he was tortured for two
days, according to the testimony recorded and translated by Papuan
activists.

Summary: A video of Indonesian security forces torturing Papuan
civilians again revealed the routine violence employed by these forces
to terrorize the Papuan people. Calls for a genuinely independent and
credible investigation of the incidents appear to be in vain as the
Indonesian Government has stated that the security forces will
investigate themselves. Within days of the video's release a massive
cyber attack took down many of the international NGO websites which had
posted the torture video footage. Analysts assessed that the cyber
attack's sophistication and coordination indicated that it was the work
of a govern. While international NGO's condemned the torture
unequivocally and demanded a credible investigation of the incidents,
the U.S. sought to downplay the matter, commending the Indonesian
security forces for acknowledging that their personnel were implicated.
In a separate incident, video revealed that Indonesian security forces
burned a Papuan village. The passing of Asmara Nababan removes a
courageous and articulate human rights advocate from the Indonesian
scene. In separate comments WPAT criticizes the U.S. administration for
its "limp" response to the evidence of security force torture and for
resisting calls to make an end to such abuses, real accountability for
their perpetrators, and genuine reform a sine qua non for U.S.
military-to-military assistance. WPAT also notes that cyber attack
against websites that posted the torture video footage is consistent
with the Indonesian Government's long-standing efforts to prevent
international monitoring of developments in West Papua.
